The app is behaving as expected; it is configured to constrain search results to the map extent or buffer. This behavior can be modified by disabling a parameter in the configuration. To remove the search area constraint, follow the steps below: 1. Browse to the Health Resource Locator item in ArcGIS Online and click Configure. 2. Click Interactivity > Search. Click the 'More options' button next to the 'Addresses and Places' layer and click Edit. 3. In the 'Search source' panel, expand 'Additional search options'. 4. Toggle the 'Constrain search within map' toggle button off. 5. Publish the changes.
