This is a known limitation. ArcGIS Enterprise is not designed to have a high-availability setup split across the separate data centers with high latency between the components.Workaround
- Log in to Portal for ArcGIS > My Content.
- Open the Item Details page for the items to be deleted.
- Note the Item ID from the URL for the orphaned item(s).
- Stop the Portal for ArcGIS service.
- Navigate to the portal content directory and find the item folder containing the orphaned item(s) using the Item ID noted in Step 3.
- Delete the folder containing the orphaned item(s).
- Restart the Portal for ArcGIS service.
- Log in to Portal for ArcGIS to confirm the deletion of the orphaned item(s).
