The pulldata() function does not fetch the table in the ArcGIS Survey123 Connect XLSForm if there are data out of the specified field area in the CSV file.

The documentation, https://doc.arcgis.com/en/survey123/desktop/create-surveys/xlsformformulas.htm, states: 'When using the pulldata() function, your .csv column names cannot be blank and cannot contain spaces, hyphens, or other special characters.' When there are values in a column with no header, the pulldata() function does not work as expected.Workaround
Delete all the data out of the specified field area in the CSV file.
