The 'Previous' and 'Next' page change buttons, as well as the 'Page 1 of X' page indicator, are automatically in English if the form is shared publicly.

Workaround

A temporary workaround is to add the URL parameter locale=fr, but this parameter is not made for that (normally used for multilingual forms, this is not the current case). In addition, it has to be added manually to the URL.
