This is as designed. In such cases where the user does not have a network dataset layer or NALayer in the map, and their active Portal is not ArcGIS Online and their active Portal is not of a recent vintage, then the default network dataset needs to be changed to the preferred one indicated explicitly by the user in this case if the NALayer is to be created. The purpose of the 'Change Network Datasource…' command is to change the network data source for new NALayers for any reason from the last one picked (or from the default map if none are picked explicitly), and also to show what is the current default network data source to be used.Workaround
