This bug will not be considered in the context of the ArcGIS Pro Classic metadata editor. It is resolved in the ArcGIS metadata editor that is used throughout the ArcGIS platform, including ArcGIS Pro beginning with version 3.5. Both the Essential Metadata tab and the All Metadata tabs list required elements in the third column of the metadata editor. Clicking the required element scrolls the control into view.
