The Map.aptx project template in ArcGIS Pro does not respect the organization's default basemap extent that has been set in ArcGIS Online or Portal for ArcGIS. It displays the map using the default extent of the United States.

Workaround

  • Create projects using the Blank template, and add a map to the project manually.
