Workaround

To display the NITF image's background color, follow these steps:1. Get the background color of the NITF image (Layer --> Properties --> NITF --> View Metadata).2. Specify the active data frame's background color (Properties --> Frame tab --> Background).3. Save the map document and publish as map service.
