The Layer to KML tool does not output a KMZ file when the input is an event layer created from an Excel table and when the background geoprocessing is enabled.

Workaround

- Export the event layer to a shapefile or feature class. - Save the Excel file as a CSV file. - Disable background geoprocessing.
