The layer published from ArcGIS Pro is not honoring the Required fields when published to ArcGIS Online.

This behavior is observed because of how ArcGIS Pro writes out feature templates to the service. The default value for the template for the Name field is actually not null (" "), which is why it does not trigger the check. The form is simply honoring the authored template. At the moment, the only workaround is to create the same layer in ArcGIS Online with Allow Null Values unchecked.
