The solution is in mature support and is no longer maintained. Use ArcGIS Pro for parcel management.Workaround
- Copy and paste each feature dataset and stand-alone feature class from the unpacked package geodatabase to the intended staging geodatabase.
- Clear and re-specify the desired coordinate system for each of the feature datasets and stand-alone feature classes in the staging geodatabase.
