The ‘Import XML Workspace Document’ context command is not enabled in a file geodatabase context menu in the ArcMap Catalog view until the geodatabase has been expanded during the map session.

Workaround

Expanding the geodatabase or accessing it in ArcCatalog enables the command, even if the catalog window is closed and reopened.
