Workaround

Use the following steps to add the raster analysis role in ArcGIS Enterprise 10.9:

1. As the ArcGIS Enterprise administrator, create the custom role for Raster Analysis users. The minimum required permissions are listed under the Assign permissions heading.
2. Using the browser, navigate to the portal/Sharing/REST page, and sign in as an administrator.
3. Once logged in the page updates, click the Home link.
4. Click the Portals link and the Self link.
5. Scroll to the bottom of the Portal page and browse to Child Resources: for Roles.
6. From the displayed list of roles, select the ID with the name that matches the custom role which is intended to add the raster analysis privilege, and click the ID link.
7. Under the list of 'Supported Operations:', click the Privileges link. Copy the displayed JSON for the role.
8. Click the back button on the browser page.
9. Under the list of 'Supported Operations:', click Set Privileges. The privilege that needs to be added in JSON format is premium:publisher:rasteranalysis. The completed JSON to be added based on the resource document from step 1 is as follows:

10. Click the Set Role Privileges button to apply the update.
