The generateRenderer REST operation only returns unique values seen in the underlying base table when 'uniqueValueDef' is specified for 'type' in the Classification Definition and the service is published from ArcGIS Pro.

Workaround

  • Publish the service from ArcMap.
  • Compress the database so that the desired values are moved from the adds table to the base table.
