This is a designed behavior. In the ArcGIS Experience Builder app, widgets that share the same data source will have some data status synced, such as the selection states. To opt out of sync, please add the same data multiple times for the data to be recognized as a different data source in the app.Workaround
- Add the same web map twice in the 'Data' panel on the left and use it in the second map widget.
- De-select the pop-ups before navigating to the other map widget.
