The Extract Data tool does not honor 'Display extent' as the Processing Extent settings when exporting to a file geodatabase.

Workaround

• Export the data to a different format such as a shapefile.
• In Portal for ArcGIS Map Viewer, draw a sketch layer representing the area to be extracted from. Then, use the layer as the extent layer in the Extract Data tool in Portal for ArcGIS Map Viewer.
• Use the Extract Data tool in Portal for ArcGIS Map Viewer Classic with the Study Area parameter set to Same as Display.
