Bug
The Export option for .pdf and .tif files does not open for a layout when the layout is not opened in ArcGIS Pro 2.2.3.

Workaround
- Open the layout before clicking the Export to File option from the Catalog window. Opening the layout once enables the Export Options button for the duration of the session, even if the layout is closed again.
- Open the layout and export from the Share tab.
