This is expected for now as we use the same validation check for both Publish and Embed. The reason why it failed the check is because it failed the publish check. Private layers are allowed to be added for the embedded report. Even if it failed the check, users can still embed the report with the private layers. But users cannot publish the report with the private layers. The embed and publish validation revamp is currently being worked on. The experience will be enhanced in the next release.
Workaround
Change the sharing settings of the layer to Public, then:
- Add the layer to the ArcGIS for Power BI visual.
- Click Validate and the validation should now succeed.
- After validation, revert the layer's sharing settings back to Organization or Private, as needed.
or
- Add the desired layer to a Group Layer.
- Use the Group Layer in the ArcGIS for Power BI visual instead of the individual layer.
- Proceed to Validate the map and the validation should now succeed without error.
