The error message "Essential Apps Required" is returned when loading ArcGIS Enterprise Sites directly for the first time when using web-tier authentication such Integrated Windows Authentication (IWA) or public key infrastructure (PKI).

Workaround

This only happens once unless the cache or logs to a new device are cleared. However, it still needs to be worked on for fixes.

Another workaround is to share it with the organization. Using Integrated Windows Authentication (IWA) requires the user to be a domain user, ensuring security is well covered and the message does not pop-up.

This defect is addressed in the Portal for ArcGIS Security 2025 Update 1 Patch. The URL is:
