The error, “ERROR: code:500, Required property name is missing., Internal server error”; is returned when adding the ROWPermits hosted feature layer from the ROW Permitting Solutions in ArcGIS Pro. 

Workaround

• Download the hosted feature layer as a file geodatabase (FGDB) from the Portal for ArcGIS 11.3 and remove the attachments and the relationship class from the data. 
• Reconfigure the layer and publish it as a new hosted feature layer. 
• Successfully add in ArcGIS Pro. 
• Reconfigure the layer in the surveys, web maps and web applications associated with the ROW Permitting Solutions.
