The edit mode of a survey fails to show previously submitted photo attachments if the feature service is overwritten.

This is the expected behavior. Attachments that are added via the form have an attachment keyword, which is the name of the question they are submitted from. ArcGIS Survey123 uses the attachment keywords to associate an attachment of a feature with a specific question on the survey form. ArcGIS Survey123 cannot connect a photo with any questions if it is missing the attachment keywords, and therefore does not show those photos when opening an existing form. https://doc.arcgis.com/en/survey123/browser/analyze-results/knownissuesanalyzeresults.htm#anchor1 One of the reasons for missing attachments when overwriting the data is that when a hosted feature layer with attachments is exported as a file Geodatabase (FGDB) from ArcGIS Online, the attachment keywords are removed in the export process. Overwriting the originally hosted feature layer with this exported data includes the attachments without keywords unless the keywords are added back in Pro prior to republishing.
