The Download Rasters geoprocessing tool performs an inappropriate validation of the size limits of the image service, preventing data download in valid scenarios.

Workaround

Arbitrarily increase the maximum image size per request (rows x columns) property in the Mosaic dataset settings prior to publishing. However, this is not an acceptable workaround for most users.
