I believe this CR is in reference to the following sentence, which is true. If you want to add the source raster catalog or mosaic dataset as a single source in the mosaic dataset, then you should add them using the Raster Dataset raster type.

Workaround

Two options: 1. Add the raster catalog using the 'Table' raster type. This adds a record in the mosaic dataset for each raster dataset included in the raster catalog. This is the only supported workflow for adding raster catalogs to a mosaic dataset. 2. Use a mosaic dataset instead of a raster catalog. Users can add mosaic datasets to mosaic datasets using the 'Raster Dataset' type, in addition to the 'Table' type.
