Workaround

Add custom symbology images in Portal for ArcGIS 10.8.1 content:

1. In my Portal content, click "Add Item" > "From URL" > enter the desired image URL link, add a title and click "Add Item".
2. Get the URL of the image.
3. Copy item URL in item details.
4. Insert it as a custom symbology in the web map.
5. In the web map symbology options, choose the option "Use an Image" and insert the URL of the item added to the Portal, click " +".
