This behavior is as designed. The Copy Raster tool is under the Data Management toolbox, while the Raster Calculator tool is under the Spatial Analyst toolbox. The two toolboxes honor compressions differently. Spatial Analyst tools never honors lossy compression, because the pixel values are inaccurate when lossy compression is applied. Inaccurate pixels values are acceptable for a visualization purposes, but is not acceptable for analysis. In this case, the user is specifying a lossless compression so Spatial Analyst tools might honor it in some cases. However, the Spatial Analyst tools do not honor compression of Float data. Workaround

Use the Copy Raster tool afterwards to get a new compressed raster, but the Raster Calculator tool cannot be prevented from creating huge raster files.
