This is as designed behavior for this data. The colormap function produces NoData for pixel values that are not within the colormap. This data has pixel values between 441-1527 and the colormap only maps pixel values from 0-255. Hence this is an expected result. In order to get proper rgb values out of this data try stretching the values before applying colormap or export symbology as raster function and apply on the data.
