The CCTV Observations to Features model (released December 2015) is unable to create points for all records in a Conditions table due to BUG-000093670 with the Join Field geoprocessing tool.

Workaround

In the PACP_SCHEMA.xml, alter the field type for InspectionID in the Conditions table from String to Integer.
