The behavior of the feature-linked annotation during editing did not maintain the defined distance to the feature in ArcMap.

ArcGIS Desktop (including ArcGIS Engine and ArcObjects) is in mature support and will be retired March 1, 2026. Mature support means the end of functionality-based patches and hotfixes; therefore, this issue will not be addressed. There are no plans for future releases of ArcGIS Desktop, and it is recommended that you migrate to ArcGIS Pro. Workaround

Use ArcGIS Pro but with the following workflow; otherwise, the same problem of BUG-000149673 could happen.

1. Open the Move tool (from the Edit ribbon tab in the tool’s gallery).

2. Make sure Snapping is turned on and at least the edge agent is enabled.

3. Click the feature-linked annotation. A yellow disc called the Anchor displays over the annotation feature selected.

4. Hover the cursor over the anchor, press and hold down the Ctrl key, and drag the anchor to snap to the linked feature.

5. Release the Ctrl key.

6. Hover the cursor over the annotation feature again and move the feature to the desired location, making sure that the anchor is always snapped to the linked feature.

 

To avoid the bug, after moving the feature to the desired location, use the Attribute pane to make any other edits to the feature-linked annotation.
