The ArcGIS Workforce field app overrides the 'Job Title' when synchronizing.

Workaround

Instead of synchronizing, remove and download the project again on the mobile device, following the next steps:

1. Change the job title back to Phone #2 on the ArcGIS Workforce website.
2. Have the worker remove and re-download the project.
3. Worker syncs.
4. The ArcGIS Workforce website and dispatcher map display the 'Job Title' as Phone #2.
