This issue is not reproducible in the current version of ArcGIS Survey123. If experiencing the behavior described in this defect, contact Esri Support Services for further investigation.Workaround
Currently, this functionality is working as intended in the mobile app for ArcGIS Survey123. This is the best workaround, as the web app does not respect the 'if' statement whereas the mobile app does.
