The ArcGIS Server createsite.bat utility inserts intermediate \config-store and \directories folders.

Workaround

Option 1 (when creating a site): Use ArcGIS Server's web configuration graphical user interface (GUI) to create the site: https://enterprise.arcgis.com/en/server/10.9.1/deploy/windows/creating-a-new-site.htm

• Once the site is created, the folders should look like this:

• Notice: They do not have intermediate \config-store and \directories folders. All of the folders are placed exactly on the folders specified in the web configuration GUI.

Option 2 (if site already exists):

Configuration Store

• Change the Configuration Store through ArcGIS Server Manager: https://enterprise.arcgis.com/en/server/10.9.1/administer/windows/specifying-the-configuration-store-location-in-manager.htm

• Note: There is still a residual \config-store folder, but it only has a \services folder with two residual files that did not get deleted after they were migrated to the desired location.

Root server directory

• Changing the directories through ArcGIS Server Manager: https://enterprise.arcgis.com/en/server/10.9.1/administer/windows/editing-a-server-directory-in-manager.htm

• Note: There is still a residual \directories folder that did not get deleted after everything was copied to the desired location.

Note: The workaround is reported by the customer with ArcGIS Server 10.9.1 on Windows Server 2019 and reproduced internally. For BUG purposes, this was also reproduced internally with ArcGIS Server 11.1 (latest) on Windows Server 2022.
