The ArcGIS Online Instant Apps Portfolio template does not have an 'Interactivity > Search' section enabling locators management compared to the Basic template.

This is expected. The Portfolio template does not have the search configuration that some of the other ArcGIS Instant Apps templates offer.Workaround
Set up the feature search in the application settings area on the web map item details page (Settings). The Search tool used while viewing web maps in the Portfolio template uses the search settings defined in the web map settings.
