The ArcGIS Maps SDK for JavaScript 4.31 application prompts the user for credentials when the portal.authMode property is set to anonymous when loading a secured Vector Tile Layer service from Portal for ArcGIS.

Workaround

To add a secured vector tile layer to the map view, first add it to a web map, and then load the web map to the ArcGIS Maps SDK for JavaScript application. This will respect the authMode property set to 'anonymous' and will not prompt for user credentials.
