The Apply Changes function does not consistently work, and sometimes require users to open a new ArcMap application for the changes to apply.

Unable to reproduce - issue is most likely due to occoassional locks on the file gdb. Restarting ArcMap will release the locks.Workaround
Unable to reproduce but if restarting ArcMap solves the issue it is most likely due to locks left on the file geodatabase from an edit session in the same ArcMap session that Apply Changes is run in.Schritte zur Reproduzierung
