This issue is addressed in ArcGIS Pro 3.5.Workaround
There are two workarounds until this issue is fixed in the planned ArcGIS Pro 3.5 and will be patched in all releases.
- Before adding the validation or batch calculation rule to a feature class, make sure the project has no map.
- Close and open the project again after creating the error layers.
