The 2025 ArcGIS Online SAML encryption and signing certificate has a key length of 2048 bits, whereas the 2024 certificate had a key length of 4096 bits.

A revised 2025 SAML encryption and signing certificate was made available on September 2, 2025. Follow https://www.esri.com/arcgis-blog/products/trust-arcgis/administration/action-required-arcgis-online-saml-customers to apply the certificate to the IdP by September 19, 2025, if signed or encrypted assertions are enabled.Workaround
Use the 2024 certificate and metadata until the 2025 certificate is replaced on September 2, 2025.
