Tags in the ArcGIS Hub Content Library do not show up in the tag query if there are over 199 unique tags defined.

This is a known limitation of ArcGIS Online. ArcGIS Hub only show what they send back which is the first 200 tags aggregated. If this tag, tutorial, is important then either increase the number of times the tag is used on other items which in turn will have it show up high in the tag filter list. Consider making a category card on the homepage for the tutorial tag for user to directly go to.Workaround
