Symbology is not recognized when importing a .lyr file created with ‘All other values’ option unchecked in ArcGIS Pro but displays the correct symbology in ArcMap when importing the same .lyr file.

Cannot reproduce the issue in Pro 1.3. Importing the .lyr file to both the Russia and state_provinces layer results in the layers have the exact color schemes for the provinces common to the two layers, and the "All other values" is not enabled.

Workaround

Create a .lyr file with the ‘All other values’ option checked and import the file on feature classes in ArcGIS Pro.
