Workaround

Publish the survey with a single embedded image. Modify the script on the link below to download the survey folder and update it. This produces a 504 error, however the images are uploaded and the survey can still be modified or overwritten from Survey123 Connect for ArcGIS. Run the modified script after each update or change.
