Workaround 1: Registering data as versioned before conducting Split does not cause ArcGIS Pro to crash and instead throw the correct error message: "Split failed. Geometry must intersect polylines and polygons in two or more places. The field is not nullable. [PROPERTY_ID]."
Workaround 2: Delete the relationship class that was initially created in the Create Relationship Class tool to create a one-to-many relationship class based on the PROPERTY_ID field as primary/foreign key. This time, for Destination Table, use Owners instead of OwnersCopy. For Owners, the field that is used as the destination foreign key (PROPERTY_ID) allows nulls. Then, repeat adding parcels to a new map and use the Split tool. ArcGIS Pro does not crash and the split is successful.
