This issue is not reproducible in ArcGIS Pro 2.7 and ArcGIS Pro 2.6 with TIFF, grid, or Esri file geodatabase (FGDB) input for the Cost Connectivity and Optimal Region Connections tools. In ArcGIS Pro 2.5, the Cost Connectivity and Optimal Region Connections tools work with grid input but do not for TIFF and FGDB. Use ArcGIS Pro 2.6 to resolve the problem for all formats and use the Optimal Region Connections tool for a better algorithm

Workaround

Perform any of the following workarounds to resolve the issue:

Workaround 1:
  1. Open the Copy Raster tool.
  2. Save the tras file (Raster GRID file) as a TIFF.
  3. Open the Cost Connectivity tool.
  4. Use tras.tif as the Input raster or feature region data input.
  5. Use costsurf.tif as the Input cost raster input.
  6. Run the tool.
Workaround 2:
  1. Open the Copy Raster tool.
  2. Save the tras file as a GRID file in an enterprise geodatabase.
  3. Save the costsurf.tif as a GRID file in the same enterprise geodatabase.
  4. Open the Cost Connectivity tool.
  5. Use tras as the Input raster or feature region data input.
  6. Use costsurf as the Input cost raster input.
  7. Save the output to an Enterprise geodatabase.
  8. Run the tool.
