This is not a bug. The output ranges from the raster function in the Contents pane are a result of the estimated statistics from a small part of the image. Zooming to source resolution on the original raster, then applying the slope percent rise function, enables identifying pixel values on the results, and the pixel values are the same as the output from the tool. Exporting the result from the raster function output produces the same result as the tool.
