Simple line symbols used in composite symbols for the outline are visible in ArcGIS Server services even though the symbols are disabled.

The team apologizes for being unable to address this issue within the current product support cycle. If the issue continues to affect any work with map services published from ArcGIS Pro to a supported release of ArcGIS Enterprise, please contact Esri Support Services.

Workaround

Remove the disabled gray line layer in the Symbol Property Editor and publish the service again. The service now displays correctly.
