This issue was introduced with a change in the method used to archive and extract files.
When using Windows Zip, there was a mechanism built-in to the previous zip module which deletes any previous files from the temporary staging folder.
However, in 7zip there is no such mechanism, so when files are extracted to the temporary folder for Patch 2, and there are already copies of those files in the folder from a Patch 1 deployment, 7Zip asks the user for permission to overwrite the files.
This is a bug that we can try to address in a future patch rollout, but for now it has the potential to manifest for systems with two or more QFEs (currently ArcGIS 10.7.1 and ArcGIS 10.8.1).
The workaround is to either install Patch 2 without having installed Patch 1 (since patches are cumulative) or click ‘A’ for (A)lways and allow the files to be overwritten and the installer to proceed with the upgrade.
Workaround
Install Patch interactive with the Wizard, does not prompt for updates on files.
