Sharing as a web scene in ArcGIS Pro 2.4 fails to create a web scene layer when publishing to organizations with a large number of services.

Workaround

Workaround #1: Delete the web scene and the hosted scene Layer and publish the hosted feature layer in ArcGIS Online

  1. In ArcGIS Pro 2.4, share the project as a web scene.
  2. Specify Name, Summary, and Tags, Folder (optional), and sharing options.
  3. Select Analyze and fix the errors.
  4. Click Share.
  5. If the Job Status page returns the error message, "Problem submitting tile caching job," continue with the next troubleshooting step.
  6. Once finished, navigate to ArcGIS Online and enter credentials.
  7. Delete the web scene and the hosted scene layer.
  8. Select the hosted feature layer. In the items details page, click Publish > Scene Layer.
  9. Add the output scene layer to a web scene.

Workaround #2: Use the 'Create 3D Object Scene Layer Package' geoprocessing tool and add it as an item in ArcGIS Online

  1. In ArcGIS Pro 2.4, click Analysis and select Create 3D Object Scene Layer Package.
  2. Configure the Create 3D Object Scene Layer Package dialog box. 
    • In Input Dataset, select the 3D layer.
    • In Output Scene Layer Package, specify the name for the .slpk.
    • Leave Output Coordinate System, Geographic Transformation, and Texture Optimization as the default values.
    • Click Run.
  3. Navigate to ArcGIS.com and enter credentials.
  4. Select Content > Add Item > From My Computer. Choose the file and specify the title and tags. This create a hosted scene layer. Open the scene layer in Scene Viewer.
