Setting a filter in the Map Viewer disables pop-ups of map image layers within web maps in the ArcGIS Enterprise portal.

Workaround

Create the web map without filter configuration.

Change the point symbol style; for example, increase the point size and save the web map again.

You can now see in the JSON item that the pop-up information ('popupInfo'…) is saved within the web map item.

You can now set the filter, and the pop-up still works.
