Select By Attribute does not select the proper features when the feature has a domain with commas.

Workaround

Toggle the SQL query in the Select By Attribute tool and change the default query to the actual field value:

• Value: Edit Existing, Attribute Online.
• Default SQL: Edits IN ('Edit Existing, Attribute Only', 'Edit Existing', 'Attribute Only', 'Edit Existing', 'Attribute Only').
• Edited SQL: Edits IN ('Edit Existing, Attribute Only').
