Bug
Saving a web map containing a Web Map Service (WMS) with all the layers unchecked causes the layers to appear as checked with nothing displaying on the map when opening the web map again.

This bug will not be addressed in Map Viewer Classic based on the the 3.x version of ArcGIS Maps for JavaScript, and the new Map Viewer based on the 4.x version of ArcGIS Maps for JavaScript only supports adding WMS layers as of ArcGIS Enterprise 11.x. It does not permit users to add the WMS layer to the map with nothing checked.Workaround
To enable the layers to function again, uncheck the layers one by one, then recheck them again (having the parent layer name to be checked as well). In the event of having many layers as the above third party WMS, it is not a valid option to go through all layers individually checking and unchecking.
