The functionality to allow saving a layer through Scene Viewer is currently only available for scene layers. This option inadvertently appears for feature layers as well due to a bug in ArcGIS Enterprise version 11.0 specifically. At this time, the ability to save feature layers is only available and supported in Map Viewer.Workaround
At this time, the ability to save feature layers is only available and supported in Map Viewer. The same workflow described in this issue can be accomplished in Map Viewer as a suitable workaround.
