Required fields are not honored when adding a new feature in Map Viewer, ArcGIS Collector, and ArcGIS Field Maps in a feature layer published from ArcGIS Pro because ArcGIS Pro assigns default values for the fields in the feature template.

Unable to reproduce in the latest version of ArcGIS Online.Workaround
Using a Python toolbox as suggested in the following blog post replaces the default attribute values in the template with Null and resolves the issue. Refer to the following link, https://www.esri.com/arcgis-blog/products/collector/field-mobility/capture-required-information-from-field/
